Specialised Security Services was contacted by concerned members of the public.
They were appointed to investigate the person responsible for managing a TikTok account under the alias:
"COBUS225 – THEPRIVATEEYE2".
The Cybercrimes Unit at Specialised Security Services is investigating several complaints against the person responsible for the TikTok profile in question.
The complaints received against the person responsible for managing the TikTok account include:
The person claims to be a Private Investigator, though he does not provide information to the public that supports the claim.
The person claims to have worked for the South African Police Service.
He claims to have completed hundreds of investigations and alleges he has appeared in court to testify about those investigations, but all his assertions are unsubstantiated.
His unprofessional behaviour places the Private Investigation and Security Industry in disrepute.
The person shares personal and private information about individuals on TikTok with others.
Illegally obtained SAPS SYSTEMS information is being randomly shared with TikTok users.
Illegally obtained CREDIT BUREAU information concerning individuals and companies is being posted and shared with TikTok users.
He uses the platform to intimidate TikTok users by threatening to expose their personal information on the platform.
The TikTok profile: “COBUS225-THEPRIVATEEYE2” was identified as being managed by:
MR PHILLIPPUS JACOBUS VAN NIEKERK
AGE: 53

SHARING ILLEGALLY OBTAINED INFORMATION:
Specialised Security Services received a complaint from a member of the public who alleged that Mr. Van Niekerk sent an email containing personal information about another individual to them.
The email was obtained by the Cybercrimes division and its contents investigated.
The following can be stated:
The email was sent from: vestiguim.pi@gmail.com
The subject of the email: Anita Myburgh
Attached as documents to the email are the following:
Miss Anita Myburgh’s full credit bureau trace report.
Miss Anita Myburgh’s full SAPS criminal history report.
Photos of the SAPS CAS SYSTEM containing information about a case in which it is alleged Miss Anita Myburgh was involved.
THE EMAIL ADDRESS TO WHICH THE EMAIL HAD BEEN SENT WAS POSITIVELY LINKED
TO MR PHILLIPPUS JACOBUS VAN NIEKERK.
The above confirms that illegally obtained information from the SAPS SYSTEMS concerning an individual was shared with a TikTok user.
The above confirms that illegally obtained CREDIT BUREAU information concerning an individual and company was shared with a TikTok user.
The “EXPOSE” trend on TikTok has been receiving a great deal of attention in the past 18 months.
TikTok users go to huge lengths to EXPOSE their rivals. Some go so far as to break the law by obtaining, sharing and posting illegal information about others.
The information on hand is currently being investigated, and the Specialised Security Services Cybercrime unit is investigating all instances in which Mr Van Niekerk allegedly offered or sold illegal information to others for the purpose of exposing, extorting or intimidating specific individuals.

It was found that Mr Van Niekerk does have a valid GRADE A certification with PSIRA in his private capacity, but he does not have a valid PSIRA registered business.
As per PSIRA regulations:
No private person may render security services (which includes private investigation services) under a private PSIRA registration number.
To lawfully offer these services, a person must have the following:
A valid PSIRA certificate.
A valid CIPC registered company.
A valid PSIRA registered company certificate.
A safe and secure office accessible to the public.
A valid tax clearance certificate.
A dedicated and working contact number, email address and fax number.
A safe and secure lockable storage case where PSIRA-required records are kept in storage.
The PSIRA BUSINESS registration certificate must be renewed annually to remain active.
Mr Van Niekerk admitted that he does not have a PSIRA BUSINESS registration, thus he is willfully and knowingly breaking the law by presenting himself as a Private Investigator and offering this service to the public.
It is the opinion of Specialised Security Services that the manner in which Mr Van Niekerk conducts himself on a social media platform while pretending to be a private investigator does indeed bring the private security industry into disrepute.
His conduct and communication - including his interaction with the public are unprofessional and biased.
Mr Van Niekerk’s claims on social media are unsubstantiated.
He is unable to help the public in the most basic investigations and lacks the knowledge and
expertise that would enable him to make a difference in society.
Mr Van Niekerk was employed by the SAPS from 1989 until 2004 -
he held the position of Sergeant and worked in the mortuary.
He left the SAPS by dishonourable discharge.
DISTRIBUTION OF ILLEGAL CLASSIFIED INFORMATION:
Specialised Security Services received information with supporting evidence that Mr Van Niekerk uses contacts within the SAPS to gather classified information about private individuals from government systems.
The information is provided to TikTok users who use the information to “expose” their rivals on the social media platform.
The information received and other classified information shared on the TikTok platform is currently under investigation.
WARNING TO THE PUBLIC:
No member of the public is permitted under the law of South Africa to possess, distribute or broadcast information obtained from the SAPS systems, whether it be in document, photo, video or screenshot format.
Should a person be found guilty of such actions, a prison sentence of up to 10 years could be served.
Miss Anita Myburgh is currently in the process of registering the relevant criminal cases with the SAPS.
