MISREPRESENTATION, FRAUD AND THEFT – MR LOUIS LIEBENBERG AND MISSING PERSON – MR HEINLOU JOOSTE

BACKGROUND ON MR LOUIS LIEBENBERG:


  • Mr Mike Bolhuis’s Serious Violent and Economic Offences Teams have extensively investigated Mr Louis Liebenberg's activities for many years.

  • Full name and Surname: Mr Louis Petrus Liebenberg

  • Date of Birth: 1964-05-23

  • Residential Address: 28 Kungwini Manor, Bronkhorst Bay

  • Business: Tariopart Pty (Ltd), trading as Gold Nugget

  • Registration number: 2011/119496/07

  • Head Office: 323 Lynnwood Rd, Ashlea Gardens, Menlo Park, Gauteng.

  • Mr Liebenberg's company, Tariomix, which finances the buying and selling of diamonds, is better known by its trading name, Forever Diamonds and Gold.

  • Mr Liebenberg's company, Tariomix, was placed in final liquidation by the Mahikeng High Court in the North West on 12 April 2024, and his leave to appeal application was rejected on Monday, 27 May 2024: https://www.netwerk24.com/netwerk24/nuus/hof/hof-verwerp-tariomix-se-appelaansoek-om-likwidasie-vry-te-spring-20240527

  • Mr Liebenberg is still selling diamonds (which do not exist) and promising payments (which never materialise).

  • He uses non-existent "investors" to acclaim and praise his "businesses" model on social media platforms - there are no pay-outs, and there will not be any pay-outs.

  • Mr Liebenberg threatens his "JV" (Joint Venture) partners with non-payouts on their investments should they post anything negative regarding him or his businesses on any social media platforms.

  • The public who bought into his schemes is being threatened with non-payouts should they go to the SAPS.

  • He constantly uses social media platforms to promote his businesses and to intimidate his "investors".

  • His theatrical performances on social media, border on the bizarre.

ADDITIONAL REFERENCES TO MR LOUIS LIEBENBERG:

 

BACKGROUND ON MR HEINLOU JOOSTE:

  • Full name and Surname: Mr Heinlou Jooste.

  • Date of Birth: 1970-04-20.

  • Age: 54.

  • A criminal case of theft at Durbanville SAPS - CAS 98/05/2024 was opened against Mr Jooste in the Western Cape.

  • The complainant, Mr RJ Strauss, an employee of Mr Liebenberg, opened the case against Mr Jooste.

  • It is alleged that diamonds, gold, coins, jewellery and other valuables were stolen from Mr Liebenberg’s house in Durbanville between 2024-04-24 and 2024-05-03.

  • During the same period, Mr Heinlou Jooste, who was head of security for Mr Liebenberg, went missing.

  • Mr Jooste went to visit his parents in Cape Town from 2024-05-01 to 2024-05-02.

  • He left their residence on Thursday evening at 19:00.

  • Mr Jooste was driving a white Toyota Bakkie with registration number HL 57 MG GP.

  • His work vehicle was seen for 2 consecutive days afterwards outside Britstown, Northern Cape.

  • The bakkie was retrieved intact and undamaged by Mr Liebenberg and not handed over to the SAPS for forensic/DNA investigation.

  • On 2024-05-14, Mr Jooste's premises were visited by a specialist investigator from Specialised Security Services, Mr Kobus Neethling, accompanied by SAPS members.

  • 2 Firearms safes were opened, and the following were found:

    • 1 x 308 Hunting rifle

    • 1 x Glock 9 mm pistol

    • 1 x .38 Special revolver

    • Several R5-, 9mm – and AK 47 rounds.

  • These firearms and ammunition were handed over to Table View SAPS.

    • Table View SAPS 13/860/2024 refers.

  • Ownership of the firearms is as follows:

    • 308 Hunting – rifle – Mr Heinlou Jooste

    • 9 mm pistol – Bernard Agencies (PTY), Wynberg

    • .38 Special revolver – TM Swart, Bellville

  • Mr Jooste left, taking only his wallet, credit cards, and all his other firearms and weapons, including crossbows.

  • On 2024-05-15, Mr Jooste was officially reported missing by his wife at Table View SAPS.

    • Missing persons no 5/05/2024 refers.

    • The investigating official is Lt Col Van der Merwe, SAPS Table View.

  • The Specialised Security Services Cyber Crime Unit is investigating a laptop, cameras, a cell phone, and a flash drive.

  • All our information is shared with the HAWKS and the SAPS.

  • The SSS Task Team consists of X-Col Kobus Neethling, X-Col Luke Enslin and Mr Anthony Boucher, Head of the SSS Cyber Unit, SSS Undercover Agents and Informants.

 

IMPORTANT TO CONSIDER THE FOLLOWING:


  • Mr Liebenberg contacted Mr Mike Bolhuis personally and appointed him on 2024-05-05.

  • Mr Liebenberg urgently requested an in-depth investigation into the theft of his diamonds, gold, coins, jewellery, and other valuables and Mr Jooste's disappearance.

  • During a telephone conversation with Mr Liebenberg, he was requested to provide a complete list with serial numbers of the stolen diamonds so that Specialised Security Services could establish whether the diamonds were sold at jewellery shops.

  • Mr Liebenberg said he would supply detailed information about the robbery and all related events before and after the incident - It was not done.

 

THEREFORE: IS IT POSSIBLE THAT?


  • That the diamonds, gold, coins, jewellery and other valuables do not exist or were never stolen.

  • That a false statement was given to the SAPS regarding the stolen diamonds, gold, coins, jewellery and other valuables.

  • That it was all staged in order to commit insurance fraud.

  • That it was all fabricated in order to hide valuables from the liquidators.

  • That it was just a publicity stunt.

 
  • Mr Heinlou Jooste was a habitual good-payer on his credit accounts, but it was established that he stopped all payments at the end of March 2024 and did not pay any of his accounts at the end of April 2024.

    • This indicates that Mr Jooste had planned to disappear.

    • CCTV footage of Mr Jooste was obtained shortly after he disappeared.

    • The material did not indicate that Mr Jooste was in any form of distress or danger.

      • He moved around freely, and no evidence of force or coercion was found.

    • Mr Jooste was using two mobile phone numbers shortly before he disappeared.

      • His primary phone was turned off the day he went missing, and the SIM card and device have been inactive since.

      • The secondary device that Mr Jooste was using was turned off on 2024-04-15, and neither the device nor the SIM card was turned on again.

      • The last mobile phone usage data did not provide any clues about what Mr Jooste was planning to do.

      • During the forensic investigation, no alternative phones belonging to Mr Jooste were identified.

 
  • After numerous requests from SSS, a list of the stolen diamonds was reluctantly supplied by Mr Liebenberg.

  • It was investigated, and the following was found:

    • Mostly, all the diamonds were confirmed as being GIA verified.

    • It was confirmed that most of the diamonds that were allegedly stolen were obtained by Mr Liebenberg in 2022.

  • Mr Liebenberg stated that the diamonds were blacklisted on the market, no evidence of such blacklisting of diamonds was supplied to Specialised Security Services.

  • Mr Liebenberg stated that certain vendors reported having received some of the diamonds after the alleged theft, but again, no evidence was supplied.

  • Mr Liebenberg claimed that he and his staff were busy investigating the matter, but Specialised Security Services was not supplied with any evidence or information of their investigations.

  • Although Mr Liebenberg stated on social media platforms that Mr Jooste was missing, neither he nor his wife, Mrs Liebenberg, registered an official missing person case with the SAPS nor requested the SAPS Durbanville to assist.

  • Although Mr Liebenberg did not hesitate to announce the burglary on social media platforms, an employee had to register a criminal theft case with SAPS Durbanville.

  • Neither Mr Liebenberg nor his wife registered the case, visited the police station, or assisted in any way.

  • It was only when Mr Bolhuis intervened that the family of Mr Jooste proceeded, and an official missing person case was registered with the SAPS Durbanville by Mr Jooste's wife.

  • The exact circumstances surrounding the alleged theft of the diamonds, gold, coins, jewellery and other valuables are also unclear, as Mr Liebenberg has presented conflicting versions on social media platforms and to Mr Bolhuis of exactly what transpired during the alleged theft.

  • No CCTV footage, witnesses, or any evidence support what Mr Liebenberg and Mrs Liebenberg claim.

  • All diamonds, gold, coins, jewellery and other valuables were supposed to be in the possession of the appointed liquidators involved, acting against all Liebenberg's entities.


It is our opinion/deduction that Mr Louis Liebenberg and Mrs Dezi Liebenberg wilfully committed a misrepresentation

By having a false police case of theft opened thereby misleading the public, clients, SSS, the SAPS and the HAWKS.


THIS IS FRAUD.

 

This investigation is still at a very sensitive stage and all relevant information will be appreciated.

It is crucial to emphasise the serious consequences of spreading lies and fake news on social media platforms.

It is a criminal offence. Engaging in such unlawful behaviour

undermines the success of investigations and poses a significant threat to justice.

 

By spreading false information, you are obstructing the course of justice and potentially assisting criminals.

  • Uphold the principles of truth and accountability.

  • Refrain from sharing unverified information.

  • Only share factual information and no hearsay or assumptions.

  • Support law enforcement in conducting thorough investigations.
